Jharkhand High Court directed the state government on Wednesday to file a detailed counter affidavit to explain the steps taken to safeguard Jamshedpur from gas leaks. A division bench of Chief Justice (acting) P.K. Mohanty and Justice Ananda Sen was hearing a PIL initiated suo motu on October 5 on the basis of a report published in an English daily, highlighting the apparent susceptibility of the steel city to gas leaks because of the presence of a large number of factories. The report, quoting National Disaster Response Force deputy commandant K.K. Jha, claimed that an NDRF survey had found Jamshedpur to be vulnerable to gas leaks since most companies in and around the city had no safety plans or mitigation systems in place for such exigencies.
The court, therefore, asked chief secretary, principal secretary of the home department, director-general of NDRF and East Singhbhum deputy commissioner to file separate affidavits in the matter.
